Evaluation of the Culture pass, PEReN provides IGAC with its expertise in algorithmic systems
On July 16, the IGAC published its conclusions on the impacts of the individual share of the Culture pass on the intensification and diversification of young people's cultural practices. A look back at PEReN's technical support for this study.
Based on a methodology co-constructed with the Department of Studies, Foresight, Statistics and Documentation (DEPS) of the Ministry of Culture and collaborating with PEReN, the General Inspectorate of Cultural Affairs (IGAC) conducted the following:
- the analysis of data related to the use by young people of individual loans, to draw up a mapping of beneficiaries based on a territorial and sociodemographic analysis and to inform their consumption;
- a survey of a representative sample of young people aged 18 to 21 conducted by the CSA Institute;
- technical audit of the algorithmic system of the Culture pass mobile and web application.
In this context, PEReN provided IGAC with its state-of-the-art expertise in algorithmic system auditing and data analysis. Based on a study of usage on the pass's web and mobile applications, and of manual and automatic recommendations on the platform, PEReN explored :
- the functioning of the algorithms used
- the use of data ;
- model training and performance.
The recommendations drawn up by PEReN after its audit have been integrated into the IGAC's analysis which, on the basis of all the findings, has made ten recommendations in three areas, to be implemented in close collaboration with the Ministry of Culture:
- Better document, enrich and share Culture pass data, including by implementing an application programming interface (API) without delay to transfer to the services of the Ministry of Culture the transactional data related to the use of the credit on the individual share of the Culture pass.
- Amplify specific mediation actions, co-constructed with cultural places and operators, for certain categories of offers that are not reserved and considered priority, as well as for targeting certain audiences that are further away.
- Improve the performance of the editorial and algorithmic system of the mobile and web application.
